St. Petersburg Water Quality: The Hardness Number, Explained (2026)

158 milligrams per liter. That is the hardness of the drinking water in St. Petersburg, and the reason I can quote it is that the St. Petersburg water quality report publishes the number. The last five Tampa Bay reports I read for these guides did not. So this guide starts where the others could not, with a figure you can check.


Quick summary: St. Petersburg water is hard at 158 milligrams per liter, about 9.2 grains per gallon, and the city publishes it in the 2025 St. Petersburg water quality report. The water is a Tampa Bay Water blend of groundwater, river water and desalinated seawater, treated at the Cosme plant in northwest Hillsborough County with aeration, lime softening, chloramines and filtration. That lime softening is why St. Petersburg's number sits below the City of Tampa's. Chloramines averaged 3.73 parts per million against a legal maximum of 4.0, and the city reported no maximum contaminant level violations.



Where does St. Petersburg's water come from?


St. Petersburg runs its own water utility, and it buys every drop of its supply from Tampa Bay Water. The city is one of six member governments that formed the regional utility. About 10 billion gallons were treated in the reporting year.


The blend is genuinely regional. According to the city's 2025 water quality report, groundwater comes from six well fields pumping the Floridan Aquifer, surface water is drawn from the Alafia River, the Hillsborough River, the C. W. Bill Young Regional Reservoir and the Tampa Bypass Canal, and Hillsborough Bay is the primary supply for the seawater desalination facility. The mix shifts with rainfall and demand, which is why the taste is not identical in May and January.


Here is the part that surprises people. The plant that treats St. Petersburg's water is not in St. Petersburg, or even in Pinellas County. Bottom line: St. Petersburg publishes more of its own numbers than any system in this series. The hardness figure is real, and it is still hard water.



How hard is St. Petersburg's water?


St. Petersburg water averaged 158 milligrams per liter of hardness across monthly samples in 2025. The city lists it in a commonly-requested testing results block alongside a pH of 8.2, alkalinity of 125 milligrams per liter, calcium at 55 and magnesium at 5.


To turn that into the unit every softener is sized in, the Water Quality Association gives one grain of hardness as 17.1 parts per million of calcium carbonate. So 158 milligrams per liter works out to about 9.2 grains per gallon. That is hard water. It is not the hardest in Tampa Bay, and it is more than enough to leave white marks on dark glassware and build scale inside a water heater.


What matters is that this is a system-wide average from the plant, not a reading from your kitchen. Your own tap can sit either side of it depending on the blend that week and the plumbing between the main and your sink. The white spots on glassware are the symptom most St. Petersburg homeowners notice first, and there is more on the region in our local water guides.



Why is St. Petersburg's water softer than Tampa's?


Because the plant already did part of the job. The city's 2025 report lists the treatment at Cosme as aeration, lime softening to help with corrosion control, disinfection with chloramines and filtration. Lime softening removes some of the calcium before the water ever leaves the plant.


That is not a courtesy to your appliances. It is corrosion control, and the softening is a side effect the city is up front about. But the effect is real: the City of Tampa's own 2025 report gives an average total hardness of 211 milligrams per liter, and St. Petersburg comes in at 158. Same regional supplier, different finishing treatment, meaningfully different number at the tap.


It also explains something I get asked constantly here. A softener sized off a Hillsborough County number will be oversized for a St. Petersburg house, and an oversized softener wastes salt and water every regeneration. We hit the opposite problem in Brandon, where the county publishes no hardness figure at all.



What does the 2025 St. Petersburg water quality report show?


It shows a system that reported no maximum contaminant level violations. Chloramines averaged 3.73 parts per million against a maximum of 4.0, with a range of 0.60 to 5.60. Total trihalomethanes measured 23 parts per billion against a limit of 80, and haloacetic acids 21 against 60.


On the metals and the rest: lead came back at a 90th percentile of 1.8 parts per billion against an action level of 15, copper at 0.43 against 1.3, sodium at 13.5 parts per million against 160, and nitrate at 0.15 against 10. The city also states that its water service line inventory analysis did not identify any lead service lines, which matters here because the housing stock is so much older.


Two lines are worth reading carefully. E. coli was detected in the distribution system once during the year, and the city states plainly that it is not in violation of the E. coli standard. And fluoride is no longer added: the city stopped the week of June 16, 2025, under a Florida law that prohibits adding fluoride to municipal water systems statewide. Naturally occurring fluoride, which the city puts between 0.15 and 0.50 parts per million in Tampa Bay Water's sources, is still there and still monitored.



What do St. Petersburg homeowners actually call us about?


Most St. Petersburg water quality calls are about spotting, shower film and a softener somebody else installed. This city has a lot of houses that have changed hands several times, and plenty come with water treatment equipment nobody has explained to the current owner.

The Sarkisian family bought a 1950s bungalow in the Historic Old Northeast with an unlabelled softener in the garage and a bag of set-solid salt on top of it. They assumed it was dead and wanted a quote to replace the whole thing. That is a very common opening call here.


It was not dead. The valve head had failed and the resin was tired, but the tank and the plumbing were fine, so a rebuild and a resin change did the job for a fraction of a replacement. We also sized it against the city's own 158 milligrams per liter rather than the number the previous installer had used, which was higher, and it now regenerates less often on less salt.

Is there well water in St. Petersburg?


Almost nobody in St. Petersburg drinks well water, and that makes it different from every other guide in this series. The wells here are overwhelmingly shallow irrigation wells, not drinking water sources.


That is county policy rather than an accident. Pinellas County's comprehensive plan promotes the use of shallow wells, open surface water bodies and reclaimed water for landscape irrigation, which is how a dense coastal county keeps drinking water for drinking. A small number of residents in unincorporated Pinellas County do still take potable water from private wells.


The practical consequence shows up on the outside of the house, not the inside. Shallow irrigation wells around here carry iron, and iron in a sprinkler is what puts the orange fan of staining across a driveway, a fence or a white wall. That is an irrigation-line problem with an irrigation-line fix, not a drinking water one.



What treatment actually makes sense in St. Petersburg?


For most St. Petersburg homes it is a correctly sized softener, carbon for the chloramine taste, and reverse osmosis at the kitchen tap if drinking water is the real complaint. The difference from the rest of Tampa Bay is the sizing, because you are starting from a lower and a known number.

If a house already has a softener, the honest first question is whether it needs replacing at all. A tired valve head or spent resin is a repair. So is a unit that was sized off somebody else's hardness figure and has been regenerating too often ever since. The one thing I would not do in St. Petersburg is buy equipment off a regional average, including the city's own. 158 milligrams per liter is what leaves the plant.
